


A good ecological environment is an inherent requirement for realizing the sustainable development of the Chinese nation, a priority area for improving people's livelihood and well-being, and an important foundation for building a beautiful China. Since the eighteen Party Congress, the Central Committee of the CPC, with Comrade Xi Jinping as its core, has comprehensively strengthened the leadership of ecological civilization and ecological environmental protection. It has launched a series of fundamental, pioneering and long-term work. The measures to promote pollution prevention and control are of great importance and intensity, with remarkable achievements and hitherto unknown achievements. The ecological environment has improved significantly, the people's sense of gain has increased significantly, and the green background and quality of building a well-off society in an all-round way have been planted. At the same time, it should be noted that the structural, root cause and trend pressure of China's eco-environmental protection has not been fundamentally alleviated on the whole, the pollution problems in key regions and key industries are still prominent, the task of achieving carbon peak and carbon neutralization is arduous, and the task of eco-environmental protection is arduous. In order to further strengthen the protection of ecological environment and deepen the battle of pollution prevention and control, the following opinions are put forward.
1、、 General requirements
(1) Guiding ideology. Guided by Xi Jinping's socialist ideology with Chinese characteristics in the new era, we carried out the spirit of China's nineteen and nineteen second, third, fourth and fifth plenary sessions of the party, thoroughly implemented Xi Jinping's ecological civilization thought, adhered to the people centered development thought, and based on the new development stage, and carried out a complete, accurate and comprehensive implementation of the new development concept and set up a new development pattern. Focusing on achieving the synergy of pollution reduction and carbon reduction, focusing on improving the quality of the ecological environment, taking accurate pollution control, scientific pollution control and pollution control according to law as the working policy, we will coordinate pollution control, ecological protection and climate change, maintain the strength, extend the depth and broaden the breadth, fight the defense war of blue sky, clear water and pure land with higher standards, and promote high-quality development with high-level protection Create a high-quality life and strive to build a beautiful China with harmonious coexistence between man and nature.
(2) Working principle
——Adhere to the same direction and strength. Maintain strategic concentration, unswervingly take the road of ecological priority and green development, consolidate and expand the key achievements in pollution prevention and control during the 13th Five Year Plan period, continue to fight a number of landmark battles, and continue to make contributions for a long time.
——Adhere to problem orientation and environmental protection for the people. Put the outstanding ecological and environmental problems strongly reflected by the people on the important agenda, constantly solve them, enhance the people's sense of gain, happiness and security, and win the trust of the people with the actual results of ecological and environmental protection.
——Adhere to accurate, scientific and legal pollution control. Follow the objective laws, grasp the main contradictions and the main aspects of the contradictions, adopt scientific measures according to local conditions, implement the strictest system, strengthen the whole process supervision, and improve the pertinence, scientificity and effectiveness of pollution control.
——Adhere to the concept of system and synergy. We will promote the integrated protection and restoration of mountains, rivers, forests, fields, lakes, grass and sand, strengthen multi pollutant collaborative control and regional collaborative governance, pay attention to comprehensive, systematic and source governance, and ensure the implementation of major national strategies.
——Adhere to reform leading and innovation driven. We will deepen the reform of the ecological civilization system, improve the leadership system and working mechanism for ecological and environmental protection, strengthen innovation in technology, policy and management, and accelerate the construction of a modern environmental governance system.
(3) Main objectives
By 2025, the ecological environment will continue to improve, the total emission of major pollutants will continue to decline, the carbon dioxide emission per unit of GDP will decrease by 18% compared with that in 2020, the concentration of fine particulate matter (PM2.5) in prefecture level and above cities will decrease by 10%, the number of days with excellent air quality will reach 87.5%, the proportion of class I-III water bodies in surface water will reach 85%, and the water quality of coastal waters will be excellent (class I and II) The proportion has reached about 79%, the heavily polluted weather and urban black and smelly water bodies have been basically eliminated, the risk of soil pollution has been effectively controlled, the treatment capacity of solid waste and new pollutants has been significantly enhanced, the quality and stability of ecosystem have been continuously improved, the ecological environment treatment system has been improved, and new progress has been made in the construction of ecological civilization.
By 2035, a green production and life style will be widely formed, carbon emissions will drop steadily after reaching the peak, the ecological environment will fundamentally improve, and the goal of building a beautiful China will be basically realized.
2、、 Accelerate green and low-carbon development
(4) Further promote the action of carbon peak. Properly handle the relationship between pollution reduction and carbon reduction and energy security, industrial chain supply chain security, food security and people's normal life, implement the national independent contribution goal to deal with climate change in 2030, and deeply carry out carbon peak action in the fields of energy, industry, urban and rural construction, transportation and steel, non-ferrous metals, building materials, petrochemical and chemical industries. On the premise of unified national planning, we will support qualified local governments, key industries and key enterprises to take the lead in reaching the peak. We will comprehensively establish a total carbon dioxide emission control system. Build and improve the national carbon emission trading market, orderly expand the coverage, enrich the trading varieties and methods, and incorporate them into the national unified public resources trading platform. Strengthen the control of methane and other non-carbon dioxide greenhouse gas emissions. Formulate national climate change adaptation strategy 2035. We will vigorously promote the pilot work of low-carbon and climate change adaptation. We will improve the statistical investigation, accounting verification and supervision systems of emission sources, and bring the control of greenhouse gases into the management of environmental impact assessment.
(5) Focus on major national strategies to build a green development highland. Strengthen the coordinated development of Beijing, Tianjin and Hebei, jointly build the ecological environment, jointly prevent and control, and create a "model city" for the green and high-quality development of xiong'an new area. Actively promote the Yangtze River economic belt to become the main battlefield for China's ecological priority and green development, and deepen the joint protection and governance of the ecological environment in the Yangtze River Delta. We will solidly promote ecological protection and high-quality development in the Yellow River Basin. Accelerate the construction of the beautiful Guangdong Hong Kong Macao Bay area. Strengthen the ecological environment protection and construction of Hainan free trade port.
(6) Promote the transformation of clean and low-carbon energy. On the premise of ensuring energy security, accelerate the pace of coal reduction and implement renewable energy substitution. During the "14th five year plan" period, the growth of coal consumption was strictly controlled, the proportion of non fossil energy consumption was increased to about 20%, the coal consumption in Beijing, Tianjin, Hebei and surrounding areas and the Yangtze River Delta decreased by about 10% and 5% respectively, and the coal consumption in Fenwei plain achieved negative growth. In principle, no more self provided coal-fired units will be added, support the implementation of clean energy substitution for self provided coal-fired units, and encourage the conversion of self provided power plants to public power plants. Adhere to the synchronization of "increasing gas and reducing coal", and give priority to new natural gas to ensure residents' living and clean heating needs. Increase the proportion of electric energy in terminal energy consumption. The bulk coal in plain areas in key areas is basically cleared. Orderly expand the scope of clean heating pilot cities and steadily improve the level of clean heating in the north.
(7) We will resolutely curb the blind development of high energy consumption and high emission projects. Strictly control the access gate of high energy consumption and high emission projects, strictly implement the requirements for regional reduction of pollutant emission, and resolutely stop the approval and construction of projects that do not meet the regulations. Eliminate backward production capacity and resolve excess production capacity according to law and regulations. Promote the transformation from blast furnace converter long process steelmaking to electric furnace short process steelmaking. It is strictly prohibited to increase the production capacity of steel, coking, cement clinker, flat glass, electrolytic aluminum, alumina and coal chemical industry in key areas, reasonably control the capacity scale of coal to oil and gas, and strictly control the new oil refining capacity.
(8) We will promote cleaner production and energy and resources conservation and efficient utilization. Guide key industries to deeply implement cleaner production transformation, and carry out voluntary cleaner production evaluation and certification according to law. Vigorously promote green manufacturing and build a resource recycling system. Promote the clean and efficient utilization of fossil energy such as coal. Strengthen energy conservation in key areas and improve energy efficiency. We will implement the national action on water conservation and strengthen water conservation and efficiency enhancement in agriculture, water conservation and emission reduction in industry, and water conservation and loss reduction in cities and towns. Promote the resource utilization of sewage and large-scale utilization of seawater desalination.
(9) Strengthen zoning control of ecological environment. Connect the requirements of land and space planning zoning and use control, implement the hard constraints of ecological protection red line, environmental quality bottom line and resource utilization online into the environmental control unit, establish a differentiated list of ecological environment access, and strengthen the application of the results of "three lines and one order" in policy formulation, environmental access, park management, law enforcement and supervision. Improve the source prevention system with the EIA system as the main body, strictly plan the EIA review and project EIA access, and carry out the eco-environmental impact analysis of major economic and technological policies and the socio-economic impact assessment of major eco-environmental policies.
(10) Accelerate the formation of a green and low-carbon lifestyle. We will bring ecological civilization education into the national education system and enhance the people's awareness of economy, environmental protection and ecology. Implement the garbage classification system according to local conditions, accelerate the green transformation of express packaging, and strengthen the whole chain prevention and control of plastic pollution. We will carry out in-depth actions to create a green life. Establish a green consumption incentive mechanism, promote the construction of green product certification and labeling system, and create a new fashion of green and low-carbon life.
3、、 Deeply fight the battle to protect the blue sky
(11) We will strive to fight a tough battle to eliminate heavily polluted weather. Focus on fine particle pollution in autumn and winter, and strengthen structural adjustment and pollution control in key regions and industries. Beijing Tianjin Hebei and its surrounding areas and Fenwei plain continued to carry out special actions for comprehensive treatment of air pollution in autumn and winter. In Northeast China, we will strengthen the control of straw burning ban and the control of heating coal pollution. The urban agglomeration on the north slope of Tianshan mountain will strengthen military local cooperation, and the steel, nonferrous metals, chemical and other industries will implement emergency emission reduction measures for heavily polluted weather with reference to key areas. Scientifically adjust the scope of key areas for air pollution prevention and control, build a three-level emergency plan system for heavily polluted weather at the provincial, municipal and county levels, implement hierarchical management of enterprise performance in key industries, and severely crack down on failure to implement emergency emission reduction measures according to law. By 2025, the ratio of days with severe pollution and above will be controlled within 1%.
(12) We will strive to fight a tough battle for the prevention and control of ozone pollution. Focus on ozone pollution in summer and autumn, and vigorously promote the coordinated emission reduction of volatile organic compounds and nitrogen oxides. Focus on petrochemical, chemical, coating, medicine, packaging and printing, oil storage, transportation and marketing and other industries, promote the comprehensive treatment of volatile organic compounds safely and efficiently, and implement the source substitution project of raw and auxiliary materials and products. Improve the VOC product standard system and establish a product identification system with low VOC content. Improve the monitoring technology and emission calculation method of volatile organic compounds, and study the timely inclusion of volatile organic compounds into the collection scope of environmental protection tax after the relevant conditions are mature. We will promote the transformation of ultra-low emission enterprises in iron and steel, cement and coking industries, and achieve ultra-low emission in iron and steel, coal-fired units and coal-fired boilers in key areas. Carry out investigation and classified treatment of gas related industrial clusters, and promote enterprise upgrading and comprehensive improvement of regional environment. By 2025, the total emissions of volatile organic compounds and nitrogen oxides will be reduced by more than 10% respectively compared with 2020, the growth trend of ozone concentration will be effectively curbed, and the coordinated control of fine particulate matter and ozone will be realized.
(13) Continue to fight the tough battle of diesel truck pollution control. We will thoroughly implement the action of clean diesel vehicles (engines), basically eliminate vehicles with national emission standards of three or below, promote the demonstration application of hydrogen fuel cell vehicles, and orderly promote clean energy vehicles. We will further promote the electrification of public transport and official vehicles in large and medium-sized cities. Continuously improve the utilization rate of ship berthing and shore power. Implement stricter quality standards for vehicle gasoline. We will accelerate the transfer of bulk goods and medium - and long-distance goods from rail to rail and from rail to water, and vigorously develop multimodal transport such as rail and hot metal. During the 14th Five Year Plan period, the proportion of railway freight volume increased by 0.5 percentage points, and the average annual growth rate of waterway freight volume exceeded 2%.
(14) Strengthen the control of atmospheric non-point sources and noise pollution. Strengthen the dust control of construction, roads, storage yards and exposed ground, and strengthen urban cleaning and cleaning. We will strengthen the control of restaurant oil fume pollution and odor. Strengthen the comprehensive utilization of straw and the control of no burning. By 2025, the total ammonia emission from large-scale farms in Beijing, Tianjin, Hebei and surrounding areas will be 5% lower than that in 2020. We will deepen environmental management of ozone depleting substances and hydrofluorocarbons. We will take action to prevent and control noise pollution and speed up the resolution of prominent noise problems of concern to the masses. By 2025, cities at prefecture level and above will fully realize automatic monitoring of acoustic environment quality in functional areas, and the nighttime compliance rate of national acoustic environment functional areas will reach 85%.
4、、 Deeply fight the battle of protecting clear water
(15) We will continue to fight a tough battle for the treatment of urban black and smelly water bodies. Coordinate the upstream and downstream, left and right banks, trunk and tributaries, cities and villages, and systematically promote the treatment of urban black and smelly water bodies. We will strengthen pollution prevention and control in agriculture, rural areas and industrial enterprises, and effectively control the discharge of pollutants into rivers. Strengthen the traceability treatment and prevent the sewage from being directly discharged into the rainwater pipe network. Promote the full coverage of urban sewage pipe network, and carry out systematic treatment of regional pipe network for sewage treatment plants with obvious abnormal water inflow. Carry out internal pollution control and ecological restoration according to local conditions to enhance the self purification function of rivers and lakes. Give full play to the role of river head system and lake head system, consolidate the effectiveness of urban black and odorous water treatment, and establish a long-term mechanism to prevent return of black and odorous water. By the end of June 2022, the county-level city government will complete the investigation of black and odorous water bodies in the built-up area, formulate remediation plans, and uniformly publish the list of black and odorous water bodies and the time limit for reaching the standard. By 2025, the built-up areas of county-level cities will basically eliminate black and smelly water bodies, and Beijing Tianjin Hebei, Yangtze River Delta, Pearl River Delta and other regions will strive to complete it one year ahead of schedule.
(16) We will continue to fight the battle to protect and repair the Yangtze River. We will promote refined zoning management and control by unit throughout the Yangtze River Basin. Pay close attention to the rectification of prominent ecological and environmental problems, and solidly promote urban sewage and garbage treatment and pollution control projects such as industrial and agricultural non-point sources, ships and tailings ponds. Strengthen the comprehensive treatment of "manganese triangle" pollution in Wuling mountain area at the junction of Chongqing, Hunan and Guizhou. We will continue to carry out special actions such as pollution control in industrial parks and remediation of "three phosphorus" industries. We will promote the ecological restoration of the Yangtze River coastline and consolidate the results of small hydropower clean-up and rectification. We will implement a 10-year ban on fishing in key waters of the Yangtze River Basin and effectively restore the aquatic biodiversity of the Yangtze River. Establish and improve the assessment and evaluation system of water ecological environment in the Yangtze River Basin, and pay close attention to the organization and implementation. We will strengthen the prevention and control of cyanobacteria bloom in important lakes such as Taihu Lake, Chaohu Lake and Dianchi Lake, and carry out pilot projects such as river and lake aquatic vegetation restoration and nitrogen and phosphorus flux monitoring. By 2025, the overall water quality of the Yangtze River Basin will remain excellent, the water quality of the main stream will reach class II, the ecological water use of important rivers and lakes will be effectively guaranteed, and the water ecological quality will be significantly improved.
(17) We will strive to fight a tough battle for the ecological protection and management of the Yellow River. We will fully implement the requirements of determining the city, land, people and production by water, implement deep water-saving and water control actions, and strictly control the development of high water consumption industries. Maintain the upstream water conservation function and promote the determination of livestock and animal husbandry with grass. We will strengthen the control of soil and water loss in the middle reaches and carry out the control of agricultural non-point source pollution in Fenwei plain and Hetao irrigation area. We will protect and restore wetlands in the Yellow River Delta and strengthen the comprehensive management of the Yellow River Estuary. Strengthen the construction of sewage treatment facilities and supporting pipe networks in cities and towns along the Yellow River, carry out the "waste removal action" in the Yellow River Basin, and basically complete the pollution control of tailings ponds. By 2025, the water quality in the upper and middle reaches of the main stream of the Yellow River (above Huayuankou) will reach class II, and the ecological flow of the main stream and main tributaries will be effectively guaranteed.
(18) Consolidate and improve the level of drinking water security. We will accelerate the standardized construction of urban water sources and strengthen the protection of rural water sources. Basically complete the demarcation and labeling of township level water source protection areas, and carry out investigation and rectification of environmental problems. Ensure the water quality safety of major water transmission projects such as the South-to-North Water Transfer Project. By 2025, the proportion of centralized drinking water source quality in cities at or above the county level reaching or better than Class III will be higher than 93%.
(19) We will strive to fight a tough battle for the comprehensive management of key sea areas. We will consolidate and deepen the achievements of comprehensive treatment of the Bohai Sea, implement pollution prevention and control actions in the waters adjacent to the Yangtze River Estuary Hangzhou Bay and the Pearl River Estuary, and implement comprehensive treatment of key bays in "one bay, one policy". We will further promote the improvement of water quality in river sections entering the sea, the remediation of pollution sources directly discharged into the sea along the coast, and the treatment of mariculture environment, and strengthen the prevention and control of pollution such as ship ports and marine garbage. We will promote the protection and restoration of ecosystems in key sea areas, and strengthen the supervision and law enforcement of marine summer fishing moratoriums. We will promote the investigation and rectification of marine environmental risks and the construction of emergency response capacity. By 2025, the proportion of excellent water quality in key sea areas will increase by about 2 percentage points compared with that in 2020, the sea entry sections of rivers controlled by the province and above will basically eliminate the inferior class V, and the coastal wetlands and coastlines will be effectively protected.
